Thank you for getting out this file as I requested. I had a word about the matter today with Mr. MacDougall who tells me that before he left Hong Kong he put in a full memorandum, containing his advice, to the Governor who is still reflecting upon this and other opinions he has collected. Sir Mark Young, quite rightly I think, does not regard this as of the first urgency but we may expect to hear from him within the next month or so.

Mr. MacDougall takes strongly the view, to which he has largely persuaded me, that even if we have to accept, as we may for a few years at least, the attachment of a suitable Foreign Service officer to the
